Go for it, Xd45.  It's worth it in the long run just to eliminate the middle man.  lol

It allows you to buy C&R firearms.   :sarcasm   JK I am a self proclaimed comedian and don't know when to stop.

If a firearms is within I think 50 years of the production date it falls under C&R. To buy one without the C&R license you need to go through a FFL to have it shipped. With your 03 you can have shipped directly to you and not have to pay for the 4473 and NICS checks process that FFL's charge. It cuts out the middle man. No more NICS checks or delays from the checks. You are pre-approved. It just makes life easier and cheaper. Some AK's, Garands and even Makarov's are under the C&R just to name a few. I hope this helps.

Yes it does. That was my general understanding of it but I was still a little lost.  So this means I can have those guns shipped to my door.  That was the part I was confused about.

Yes Shipped to you. No middle men and no waiting! Glad I could help. I have my 01 and that also includes C&R but is more of a pain in the rear to get, in my opinion.

One point that Dave left out is that the 03 - C&R may not be used for business.  If you want to collect guns that are over 50 years old (any gun btw, not just military arms), then a C&R license is the great thing to hold.  Bookkeeping requirements are similar to the 01 - Dealer/Gunsmith license but not so stringent (you can print your own 'bound book') and as Dave pointed out it eliminates the 4473 and NICS check.  Those along with being able to have the gun shipped straight to your door is nice.   :yes  One caveat, however, is any local/state rules and regulations still apply.  So, if your town/city prohibits certain weapons, they trump the C&R.  Also, a C&R does not cover Class 3 devices (silencers, machine guns, et al). ~Craig

Fortunately, cities and towns in Arizona aren't allowed to make that kind of prohibition.  :)

    Question:
The Chief LEO part of application do I send it to them or all paper goes to ATF and they send it?
