Adding an avatar and signature

Maybe I'm getting stupid as I grow older, but for the life of me I can't figure out how to add my avatar and/or sig to my posts. I used to be able to figure out forum stuff like this on my own :facepalm. What am I missing??

At the top of page, go to the following:

To choose avatar:
Profile -> Forum Profile -> Personalized Picture

To add a signature:
Profile -> Forum Profile -> Signature

When updating my PW I decided to get rid of my 7 year old Avatar and replace it with a new one but I'm told it's too big or not an avatar.  Is there somewhere that tells you what the size, dimensions, and byte limit for an avatar is?  I would think this one fits but apparently not.  I can tweak it as needed.  I just need to know what the tweak looks like.
The only thing that separates man from animal is our affinity for toilet paper.

Once we as a society lose that affinity we begin to descend back into the animal kingdom, and after three or more days you will find the food chain beginning to invert on itself.

Well I took a look at your avatar, its actually the same pixel (72x72) as mine and is smaller than the one that I use ???? 
Maybe its something else.  Maybe you should log out and then log back in and try again ?

Even went so far as to clear cache and cookies and reset my password.
I also rebooted the PC yesterday (other reasons) and still no progress.

That jpg should have no problems  being displayed or at least I can't find a reason.  Maybe T. will get in here when he gets out of work.
